Arkansas Act 1151Arkansas has passed Act 1151, which allows for slot machine gambling in the State of Arkansas, as long as that gambling isn’t really slot machines. The machines must not be truly a game of chance, but rather something that involves skill and thus gives the players a fighting chance. They also have to pay, and pay well. The main requirement is that they pay at least 83% return to the slot machine players. The rest gets split between the tracks, the state, prize purses, the city where the track is, the home county of the track, as well as the Arkansas Racing Commission for promotions. They also must separate the slot machines from the rest of the track, since gambling ages and track ages differ. They want to be sure that minors are not playing the slots. If an underage person is found playing the slots, the owners can lose their gambling license, and they want to make sure that doesn’t happen. The employees that are actually working in the gambling area must have a state license and go through background checks from the police and the FBI. They must make sure that career criminals and cheaters are not allowed to play in the area, and any who do must be reported immediately. The tracks will also have full time Racing Commission employees on site, just to keep everyone above board. There will be a supervisor and an auditor as well as field officers.
