PA Racinos Hearings Set

The Pennsylvania Gaming Control Board has set hearings for September 11-12 to decide on slot machines at racetracks. The conditional licenses would be for six racetracks, two of which have not as of yet offered live racing. On September 12, the Mountainview Thoroughbred Racing Association and the Greenwood Gaming and Entertainment hearings will take place. Presque Isle Downs will be heard on September 11^th as well.

There will also be licensing hearings for non-track slot machine casinos in October and November. The tracks are eligible because they are actually already gambling enterprises through the state racing commission. There will be a second round of licensing hearings December 4-5 for permanent slot machine licenses, but the probability of slot machines running before then is great. Director of Communications for the Pennsylvania Gaming Control Board, Nick Hayes, stated, "The whole purpose of conditional licenses is to get (the tracks) started faster…once a license is issued, they could open their doors. Each one has its own business plan, and once they receive a license, it's pretty much up to them."

Tad Decker, Gaming Control Board Chairman, believes that the board could vote on licenses on September 27^th. The Pennsylvania Race Horse Development and Gaming Act of 2004 states that 12% of gross slot machine revenue must go toward the purses and breed development. The non-track slot machine casinos are good for them as well, as it could help racing’s share rise to 18% in some cases.
