Pennsylvania Files Full of Nothing

Pennsylvania has a problem; they passed a law that said the citizens of the state had the right to see all the information regarding the public files on racetrack applications for casino licenses. This seems easy enough. However, it turns out it isn’t – as the files were released as promised, but there was hardly any information on them. It seems that it turns out there was quite a lot of info in the applications that is deemed confidential, and all of that information is whited out – any info on background checks, etc. that was done.

There were 89 mandatory sections in the application. In one application, that from the Washington Trotting Association, only 22 sections were available to be seen. The company that bought the track, Millennium Gaming, wasn’t released at all as the sale closed too late for their records to be part of the public knowledge. The government thinks that probably they kept out all info that would be considered a breach of privacy for the companies that applied, but how does that sit with the public’s right to know who is getting what in their state? If there are any improprieties, they could easily be hidden within the deleted information.

Ben Kauffman, Executive Director of the Pennsylvania Common Cause, thinks that by releasing the records with the information removed, it simply brings more scrutiny on them then if they hadn’t released them at all. "It's going to raise suspicions when that kind of information is not being made public," Kauffman said. "This is an industry that doesn't have the best reputation when it comes to law enforcement. You'd think they would want to put as much information out there as they can for the public to feel comfortable this is being done on the up-and-up."
