Slot Machine Scandal Audited

The Board of Audit and Inspection (BAI) in Korea recently completed a three month audit into the slot machine gambling scandal, usually referred to as Sea Story. They forwarded a list to the prosecution that included six former and incumbent officials of the Ministry of Culture and Tourism and thirteen officials of the Korea Media Rating Board (KRMB) – which is under the control of the ministry. There were 36 names in all.

A senior BAI official said, “The ministry officials were well aware that the video slot machines could be highly addictive and cause serious social problems, but they neglected their duty to regulate such illegal gambling machine parlors. The KMRB officials have also approved more than 3,500 reel game [slot] machines since 1999, even though they knew that most of the games could be illegally reprogrammed to allow higher jackpot winnings than the legal limit of 20,000 won ($21) per game.”

They also found illegal tampering of documents to expedite the application process for game programs September 2005. After more than 45,000 slot machines were sold of the Sea Story game, prosecutors indicted the chief executives of the company that manufactured them. The administration has also been criticized for allowing the thousands upon thousands of illegal slot machine parlors to come into the country, especially since their coming here has destroyed the way of life for low income families across the county.
