Department of Revenue will Solve Slot Machine Dispute

It looks as though the Department of Revenue will solve the issue of a slot machine compact between the State of Florida and the Seminole Indians. There have been sticking points on both sides that the parties have not been able to agree upon, and that is what led to a break down in negotiations. However, with neither party speaking, the government will come in and determine who will win what, and that will leave Florida without any slot machine revenue.

The problem started when Broward County voted in Class III slot machines, which gives the tribe the right, by law, to operate the same slot machines as those that are offered in any other part of the state. The tribe was running bingo machines, but they do not pay out as well. Then they decided they wanted to put in the Big Cypress Casino, which the state is dead set against as it interferes with the environmental balance of the Florida Everglades and threatens one of the remaining habitats of the endangered Florida Panther.

With the Seminoles bringing the Interior into it, they have opened a whole other can of worms. The government has said that they will impose rules unless a slot machine compact is signed by the end of November. The state will receive no slot machine revenue, and who knows what the tribe will get. Bush’s office has already said that they will fight any federal regulations in court.

The state and the Seminoles cannot agree on the number of slot machines that they should be allowed to bring in, how much the Seminoles must pay the state for those slot machines, the Big Cypress Casino, and whether or not members of the legislature should take part in the negotiations. A draft of the Interior’s proposed regulations gives the Seminoles the right to have the Class III slot machines at all of their casinos, including Big Cypress. It also allows them to stay open 24/7, and the slot machines would have to pay out at least 75% of the money wagered.
