Slot Machines in Guam Always a Fighting Matter

There are some issues that are just always going to be hotbed issues, and one of those is slot machines in Guam. Guam Greyhound has been trying, unsuccessfully, to get slot machines approved at their track, and so far they just can’t get the support behind them.

They are fought every step of the way by those that are opposed to slot machines, and although they keep thinking they have all of their P’s and Q’s taken care of, it seems that they keep coming up with other ways to torture them. The group just won the right to be on the Special Election ballot that will be held to replace Senator Tony Unpingco who passed away.

Initially the Election Commission told them they could not be on the ballot, that this was not the time to bring up slot machines. However, a higher court overruled them and told them that they did have to allow them on the ballot, and then postponed the election so that everyone would have time to prepare.

Now, they have the former Guam Revenue and Tax Director, Joseph Duenas, who also happens to be anti slot machines, fighting them on the letter of the proposal. He says that even though it was not written to be unclear, it was ultimately just that. Duenas insists that the bill would “erase gross receipts and excise taxes” for all businesses. He says that it clearly states that only those businesses that have slot machines would have to pay the taxes.

However, the Guam Election Commission’s lawyer, Cesar Cabot, maintains that it does not read that way, and that it simply states that slot machine gambling would have to pay taxes and sets a price for that revenue to come into Guam.
