Slot Machine Wins Could Affect Appointment Rep Mark McNaughton is under fire again, this time pertaining to his appointment to the Pennsylvania Gaming Control Board. Lawyers are trying to determine if the appointment is legal since there is a constitutional prohibition that says legislators can not be appointed to a salaried civil office during their term in office in Pennsylvania. McNaughton was appointed on his last day in office as a legislator. They are also questioning a slot machine law that says he cannot be appointed to a position not yet vacated. McNaughton had been tapped to take the place of Joseph W. Marshall III, who resigned his position. Plus, the new speaker, Dennis O’Brien has the right to make his own choices to that board. The slot machine law said that the House speaker and the House minority leader had the right to make appointments to the board. This leaves Sam Smith with the right to make an appointment as well.
Meanwhile, the state police have been doing a background
investigation on McNaughton, which many felt more than necessary
after it was found that he won thousands of dollars at the slot
machines over the last few years. This in itself is not
newsworthy, but McNaughton left it off his disclosure forms and
voted against legalizing slot machines.
