Without Agreement, There Can Be No Slot Machines

Construction on the Camptown Greyhound Park has come to a screeching halt as the track and the Kansas Lottery Commission have not been able to come to a contract agreement. According to Senate Bill 66 each of the tracks hoping to bring in slot machines has to sign a contract with the lottery, and they so far have been unsuccessful.

Camptown was asking for 25% of the slot machines’ net profits to go to facility management, and 15% for operational expenses. The lottery said no to the operational expenses and the track will not sign. They say that without the additional 15% the track will end up losing $2 million a year.

Kevin Allis, General Manager for the track says that the track cannot operate for less than what they have asked for. Allis says that the whole purpose of bringing in slot machines may be so that the state gets more money in their coffers, but it cannot be at the detriment of the facilities hosting the slot machines.

The lottery cannot expect the track to run at a loss, but somehow they do. They say that with the destination casinos allowed to keep 75% of their earnings and the tracks only allowed to keep 25% of the slot machine revenue, there has to be some kind of fairness which has not been shown to the tracks as of yet.

The state and the tracks have to come to some sort of an agreement, or there will be no slot machines at the track, which means no money for the state at all. They may want to rethink their position on giving a little back to the tracks.
