Hearing Discusses Changing City Charter

The group Casino Free Philadelphia has managed to get the 20,000 signatures they needed to get the Council to vote on restricting the casinos that Pennsylvania is trying to put in Philadelphia. The state has approved slot machine licenses for the SugarHouse Casino and the Foxwoods Casino, both of which would be slated to be built on the Philadelphia waterfront.

Many were unhappy with the state’s decision, as they wanted to see them either go somewhere else in the state, or at least not in the middle of one of the most traffic congested areas of Philly. They want to change the city charter to read that they can only be built in exclusively industrial areas, and no closer than 1,500 feet from any home, school, or church.

City Council members will vote as to whether or not voters in the May primary will approve the measure. If the bill gets out of committee, then it will go to the City Council where 9 of 17 members would have to approve it. If approved, the casinos would not be able to build in the areas that the state said they could, which would truly put a wrench in the casinos’ plans.

They are also looking at another seven ordinances, all of which have to do with casinos, that have been proposed by Councilman Frank DiCicco. One of them would ban the slot machine casinos from the city altogether but many think that it will be defeated in court. DiCicco says that these ordinances give the people of Philly the chance to “control [their] own destiny” something he thinks they have not been able to do.
