Proposal B Forum Results

A forum was held yesterday to discuss the legalization of slot machines at the Guam Greyhound Racetrack. The proposal will be on the ballot in November, and yesterday was a chance for the groups for and against it to have their say.

Jon Anderson, spokesperson for Guam Greyhound, said that he is aware of the negative slant that slot machines get, but that slot machines also do a lot of good when they come into a state. He said that they would both help the economy and bring in more jobs. He said it would bring in roughly 500 jobs as well as $3 million a year in slot machine revenue to the state in the form of a tax.

Jackie Marati, who represents the group “No on Proposal B”, was there as well, and she said that in order to get the $3 million that has been promised, the racetrack would need to bring in $300 million in slot machine bets before the government would see a dime of their share. She says the 10% that the owner is proposing is wrong as well; in other gambling areas operators pay 30% to their local governments. She also disagreed with his analysis of the influx of jobs, saying that stateside studies show that there are usually job losses when the slot machines come in, due to people getting hooked on gambling.

She said there is more than enough gambling on Guam already, and slot machines should not be added to the mix. She said slots are “too much of a risk to take.” Proponents for Proposal B said that their opponents were “sowing fear” to get their way. They say the slot machine revenue will go a long way towards health care and other programs within Guam.
