Putin’s Plan to Restrict Slot Machines

Russian President Vladimir Putin is passing a law called “On the Gaming Business in the Russian Federation” that will restrict all slot machines and casinos to four districts instead of having them across the country like they are now.

There were three alliances formed that had opinions on the slot machine restrictions. The first group was headed by Igor Dines, who wanted limits on small casinos and slot machines. He was supposedly supported by the Interior and Finance Ministries, as well as the large chains of slot machine operators. The second group was headed by Vladimir Medinsky – who was supported by the Ministry of Economic Development and Trade, and the Chief Economist Arkady Dvorkovich. They wanted to create certain advantages for casinos, and wanted to ban all slot machines. Larisa Brycheva was the third and scuttled draft laws from the lobbyists of the first two factions.

Yet none of the three groups had any help in changing the slot machine and casino law. The president came up with it by himself. There is only one group that is remotely happy about the plan, and that is the group consisting of Kroku, Sun International Group, and the Belaya Dacha Group. They are planning on building a $2 billion gaming center in Ramenskoe – which fits right in with the President’s plan, as it is one of the four areas he has approved for slot machines and gambling.

Some think the new slot machine and casino proposal will just force gambling underground, and others think that it will just die off. There has been a mad rush to sell the slot machines now that the ban has been announced, and slot machines that were worth $3-4,000 are selling for almost nothing. It seems to them that the only people who can benefit from the new change will be foreign giants who will “export all the profits from the country.”
